Little Rock releases strategy plan for city departments

Little Rock, Arkansas – Establishing openness and trust is the aim of the City of Little Rock’s new ROCKfolio.

The aims and areas for improvement of every city agency are meticulously documented in the ROCKfolio.

“[We] really are using performance metrics to tell the city’s story,” Little Rock Chief Data Officer Marquis Willis stated.

It’s a 144-page book that has a list of improvements that each department head in Little Rock would want to see made throughout the year.

The prosperity of the city in the future will be measured against this first edition of the portfolio.

“Creating goals inside of each individual department and allowing the departments to go through and try to hit those goals,” stated Willis.

For instance, the Department of Emergency Communications has received numerous complaints about unanswered calls and delayed 911 answer times.

92% of calls, according to the City of Little Rock, are returned in less than 20 seconds. Nonetheless, the objective is to be fully staffed and answer 95% of those calls within that time frame.

“So, for us to not be fully staffed, but still to be above 90% is pretty good however there’s an opportunity for us to do better and improve,” Willis explained.

Twice a year, the city intends to issue an updated edition of ROCKfolio. There will be two releases: one at the middle of the year and the other at the end.

The city anticipates having a better understanding of what is and is not working as a result.
