Arkansas governor set to grant 14 pardons
LITTLE ROCK — Arkansas Gov. Asa Hutchinson announced on Friday that he intends to grant 14 pardons, four commutations and three restorations of firearm rights.
The governor denied 62 clemency requests from both inmates and non-inmates, according to a news release.
Those who will be pardoned have reportedly completed their jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There have been no law enforcement objections to any of those he selected. The public now has 30 days to provide feedback before the pardons go into effect.
Hutchinson intends to pardon:
- Leonard Carrillo, in Redfield, who was charged with Theft of Property and Breaking or Entering. He was convicted in Jefferson County in 1995.
- Jake W. Gibson, in West Fork, who was also charged with Breaking or Entering and Theft of Property. He was convicted in Washington County in 1993.
- Joshua Karns, in Batesville, who was charged with five counts of Burglary, two counts of Theft of Property, Forgery in the 2nd Degree and Burglary. He was convicted in Independence County in 1990.
- Amy McEntyre, in Bauxite, who was charged with Theft Under 100, a Misdemeanor, and Possession of a Controlled Substance. She was convicted in 2000 and 2005 in St. Francis County.
- Claude R. Phillips, Jr, in Cabot, who was charged with Arson. He was convicted in 2001 in Pulaski County.
- Pamela Pitcher, in Paragould, who was charged with Possession of Drug Paraphernalia with Intent to Use and Possession of Controlled Substance – Methamphetamine. She was convicted in Craighead County in 1998, 1999, 2003 and 2005.
- Wendell Pitcher, in Paragould, who was charged with Possession of Controlled Substance – Methamphetamine and Possession of Drug Paraphernalia with intent to use. He was convicted in Craighead County in 1998 and 2003.
- Jimmy D. Reeves, Jr, in Magnolia, who was charged with three counts of Theft of Property. He was convicted in Columbia County in 2008.
- Robert Roberts, in Pine Bluff, who was charged with Possession with Intent to Manufacture. He was convicted in Drew County in 2009.
- Timothy J. Smith, in Paragould, who was charged with Possession of Drug Paraphernalia and Possession of Schedule II Controlled Substance-Marijuana. He was convicted in Greene County in 2000.
- David W. Stewart, in Cabot, who was charged with Unauthorized Use of Vehicle and Fleeing. He was convicted in Pulaski County in 2001 and 2003.
- John M. West, in Mayflower, who was charged with Burglary and Theft of Property. He was convicted in Faulkner County in 1993.
- Bradley Whisenhunt, in Gillham, who was charged with Attempted Theft of Property. He was convicted in Little River County in 2008.
- Glynn R. Womack, in Harrison, who was charged with Delivery of a Controlled Substance – Methamphetamine, Possession of Drug Paraphernalia and Possession of a Controlled Substance – Marijuana. He was convicted in Boone County in 2006.
Hutchinson intends to restore firearm rights to:
- Charles Enlow, in Fayetteville, who was charged with Harassment. He was convicted in Washington County in 1997. The Sheriff of Washington County has signed the recommendation as required by law, according to the release.
- James Casey Smith, in Mabelvale, who was charged with Delivery of a Controlled Substance. He was convicted in Pulaski County in 1995. The Sheriff of Pulaski County has also signed the recommendation.
- Kenneth Washington, Jr, in Little Rock, who was charged with Violation of Hot Check Law. He was convicted in Jefferson County in 1998. The Sheriff of Pulaski County has signed the recommendation.
Hutchinson intends to commute the sentences of: grant a commutation of sentence to the following people:
- Eddie Dixon who was convicted of Possession of a controlled substance with intent to manufacture or deliver in Mississipi County in 1991 and Poinsett County in 1992. Hutchinson has proposed he become eligible for parole. He is currently serving a life sentence plus 30 years.
- Anderson N. Hall who was convicted of Aggravated Robbery and 1st Degree Battery in Pulaski County in 1983. Hutchinson has proposed he become eligible for parole. He is currently serving a life sentence plus 40 years.
- Annie V. Ross who was convicted of 1st Degree Murder in Ouachita County in 1983. Hutchinson has proposed she become eligible for parole. She is currently serving a life sentence in prison.
- Frank Watts, II, who was convicted of Possession of a controlled substance with intent to deliver, Possession of Drug Paraphernalia and Failure to Keep Records/Maintaining a Drug Premises in Pulaski County in 1998. Hutchinson has proposed he become eligible for parole.
